I dunno - just somebody who'd be able to beat anyone else in a fair fight. [Geez, why are people trying to complicate this?]

... I think that would depend on your definition of a fair fight, too.

If the people who are in the fight aren't hurt too badly before it starts, and both of 'em know that the other person's there? [Goku's not quite sure if that's the answer that this person's looking for - usually, his idea of a fair fight tends to be the sort of thing found in the Strongest Under the Heavens tournaments.]
